Dear Sir,
I have your communication of the 5th instant, in regard to certain certificates in connection with importations of shipments of merchandise packed in products of the soil. This matter was referred to our Veterinary Director General,
and Dr. Hilton states that he has read the material included
with your communication and has been awaiting a statement from Captain Mackenzie, to the effect that when he issued the certificate in question he had personally made the necessary examination of the shipment. No such statement has been received, and even the investigation reported by Sir C. Clementi does not mention this important requirement. Sir C. Clementi merely states that it is evident there was
substitution.
Dr. Hilton advises that he is well aware this was
possible without the knowledge of the signing officer, and if he did actually examine the shipment at the time of issuing the certificate it is unfortunate that this information was not promptly forthcoming, as we would not in such circumstances have refused to accept his name as a certifying officer for fodder packed shipments.
